Flexible Spending Accounts (FSA) FAQs

1. Who is OU's FSA provider?

Optum Financial remains OU's FSA administrator. 2024 limits have not yet been announced. For 2023, Flexible Spending accounts will still have a $5,000 annual household maximum for day care; for health care expenses, there is a $3,050 annual maximum per working individual. 

2. Can I have an FSA if I am enrolled in HSA medical insurance?

Members of the HSA medical plan cannot have a Health Care FSA; however they can have a Dependent Care FSA.

3. Can members go online to view their Flexible Spending balances?

Yes, at optum.com.

New Online Account Setup:
If asked for a "Login ID" to register as a new user on the Optum Financial website, please use the OU Health ID described here.

4. Will I be able to use my debit card for out-of-pocket dental and vision expenses?

Yes, but you will be required to submit follow-up documentation including an itemized receipt from the provider or an explanation of benefits (EOB) from the insurance company.

5. Can either spouse sign up for a Flexible Spending Account and submit expenses for both?

Yes.

6. Will I get more than one debit card?

You will automatically receive one debit card. You can request additional Optum Financial debit cards at optum.com.

7. How much will be available on my debit card at the beginning of the year?

Your full pledge amount for the year will be available for use on your Optum Financial debit card, regardless of how much you've contributed so far.

8. If I couldn't use my debit card for an expense, how do I submit a claim?

For non-debit card medical claims, claims should be submitted by using the personal portal at Optum Financial.

9. Should I keep all receipts?

Yes, there may be some items or charge amounts that Optum Financial will not recognize as eligible. In these cases, Optum Financial will request itemized documentation from you.

10. What is the combined FSA maximum for a married couple?

2024 limits have not yet been announced. For 2023, they can each contribute up to the maximum $3,050 per year for the Health Care FSA and a combined total of $5,000 for the Dependent Day Care FSA. 

11. Is cosmetic surgery eligible for FSA reimbursement?

No.

12. Can I use my Optum Financial debit card to buy cough medicine at drug store?

Yes, over-the-counter medications are an eligible expense for the Health Care FSA. Review eligible expenses here.

13. Can the debit card be used for a dependent care FSA?

No, claims should be submitted by using the personal portal at optum.com.
