Retiree Open Enrollment is November 3 - December 5

Retirees will receive benefits enrollment materials in the mail from Inspira Financial. This is your annual opportunity to make changes in your health or dental benefits that will become effective January 1, 2026.

Top things to know about 2026 Retiree Benefits enrollment

  • The Medicare Advantage Plan (MAPD) and standalone Part D plan will remain with Humana.
  • The Medicare Senior Supplement (Part G) will remain with Cigna.
    • The Medicare Senior Supplement Part D has moved to HealthSpring, which is backed by Health Care Service Corporation (HCSC), an independent licensee of the Blue 
      Cross and Blue Shield Association. New ID cards will be issued in January 2026.
  • Retirees who are not Medicare-eligible will remain on the same medical insurance as active employees. This medical coverage will move from Cigna to Blue Cross Blue Shield of Oklahoma. Pharmacy benefits are currently integrated with Cigna and administered by Express Scripts, but will move to a new pharmacy benefit manager, Rightway, in 2026. Although the medical and pharmacy benefits are separate, retirees will receive one ID card that includes both BCBS medical and Rightway pharmacy information.
  • Pre-65 Retirees should review navigation tools available to them through Garner and ZERO Health.
  • Inspira Financial will mail open enrollment packets in late October/early November. Retirees will have until December 5 to make changes.

Opting Out of Retiree Benefits

A one-time opt-out/opt-in feature was added to the retiree medical plan effective Jan. 1, 2013. Retirees will be allowed to opt-out of retiree medical coverage and preserve future eligibility. The premium subsidy will be locked in at the retiree's rate at the time of opt-out. Retirees may exercise their one-time opt-out option at any point if they have other coverage.

This option may only be used once and current retirees must be enrolled in an OU medical plan to be eligible. Proof of other coverage must be submitted when the retiree opts out. Retirees who have opted out and wish to return to the OU health plan, have 31 days from the loss of creditable coverage to come back on the OU retiree health plan. To reinstate coverage, a retiree must show proof of continuous coverage for the entire opt-out period to PayFlex or the current vendor.
